Ian Rogers, Director

Ian is the founding director of AF Consulting.

He qualified as a chartered surveyor in 1983, and has over 25 years experience in the construction and facilities management industries, with particular expertise in the field of PFI (public finance initiative) contracts.

Ian spent the first half of his career in construction, working mainly on commercial buildings, so has a thorough knowledge of how buildings are put together and work. He then transferred to the operational side of the built environment working in maintenance and facilities management and eventually becoming involved in PFI.

The first PFI healthcare contract that Ian assisted to negotiate was Durham hospital which was signed in 1998 and this was followed by the Royal Infirmary of Edinburgh. For these deals Ian was heavily involved in negotiating the payment mechanisms and facilities management contracts. Since then Ian has worked on many types of PFI projects including other hospitals and health centres, schools and colleges, commercial office accommodation, police facilities, housing regeneration and government buildings. He has been involved in all aspects of these contracts from negotiating the contract, calibrating the payment mechanism, mobilising the contract and operating them in steady state. This has been achieved within the private sector consortium, service provider and public sector client organisations, so Ian knows these contracts from all sides of the relationship.

His cores skills lie in developing systems and processes to enable the contracts to operate effectively including help desk and data collection.

Through his detailed knowledge of PFI contracts Ian can analyse the requirements of a contract and translate this into performance in the field. This allows him to identify failings, over delivery or inadequate performance data and therefore identify potential savings and efficiency gains.

Ian is married with two children who have just graduated from university. His passion outside of working on PFI contracts is lighting theatrical productions.
