A F Consulting Edward MarstonEdward qualified as a solicitor in 1976 and until the early 1990s undertook corporate and commercial work, advising on private equity transactions, share and asset sales, public offerings, securitisations, oil and gas development partnerships, domestic and international M & A transactions, share and bond issues and corporate financing.

From the mid-1980s he became increasingly engaged in the expanding outsourcing and privatisation market and was responsible for developing contractual structures for balanced risk management and incentivised performance later adopted for schemes procured under the private finance initiative (PFI). By the early 1990s Edward was advising bidders for bus and rail franchises and contracts for the provision of refuse collection and other local services, driven by the de-regulation of public transport and compulsory tendering by local authorities.

In 1995 he successfully negotiated a transfer to the private sector of responsibility for the science and FM services at the National Physical Laboratory and also advised on the procurement by the NHS of a state-of-art pathology laboratory service from the private sector.

Since that time Edward has worked extensively in the field of public private partnerships and advised on many PFI and PPP projects in health, education, defence, government accommodation and transport, specialising in the arrangements under which facilities management services are structured and provided, including the pass-down and management of risk. He advised on the development of the Retention of Employment Model under which public sector employees are seconded to private sector service providers upon the transfer of responsibility for FM service provision in PFI schemes.

Very much a family man, Edward spends as much time as possible with his children and grandchildren and also enjoys choral singing travel and golf.
